Eureka was designated a California Mainstreet City in 1992.

This group includes business members from the Old Town and Downtown Eureka areas, working to revitalize these districts.

The purpose of the Mainstreet Program is to be a source of information and referral about retaining, recruiting, and expanding businesses in its 49 block area. It can also direct a business to ways of obtaining low-cost financing for converting buildings for new uses.

Eureka Main Street and the Humboldt Arts Council co-sponsor Arts Alive!, held the first Saturday of every month, featuring the participation of over 40 galleries and local businesses, bringing together artists and the public.

A study done by a San Francisco-based firm in 2002 referenced efforts of the Eureka Main Street program to capitalize on existing assets - the arts. The study said that Eureka Main Street knew that the arts would help the downtown area carve out a unique niche and increase visits by both local residents and visitors.

Eureka Main Street partnered with local arts organizations, the study said, and made itself a friendly resource for artists seeking space, sponsored public art and mural projects, held arts-related special events, and placed musicians in downtown clubs and public spaces. The result, according to the study, was Eureka's downtown having eight galleries, and 45 retailers install gallery spaces in their stores.
